Where does the waistband actually sit?
It sits at your natural waist, above the hip bone. That's what creates the long line down the leg and keeps it from rolling down when you sit.
Can I wear a tucked-in or cropped top with these?
Yes — that's the point of the high rise. The waistband is meant to be seen, so you don't have to pull a long top down over it.
Do the cargo pockets hold anything real?

Are these dressy enough for work?
